Bit of heat and a damp cloth would be my first guess but no real idea!

I had the screws out and the rings off, it was just the residual/left over stuff smeared on the action to remove. Acetone seamed to soften it enough to get it off with vigerous rubbing. Been married for 19 years so well accustomed to rubbing one off.
RED!!!! crap job if they did. Heat for that needs to be over 200 deg C to break the joint.
Purple is 222 threadlocker and used for easy removal after torquing. not permanent but will stop a screw working loose.
Blue is 243. Used for semi perm. Its what I use for rings and mounts onthe scopes.
Red is high strength PERM locker. Should only be used if you never want to remove again.
As a rule of thumb. apply no more than the diameter of the screw, along the screw.

I was gonna say, just unscrew the mounts and simply lift them off!
The Blue Loctite on the left, 243, is medium strength for threads etc. The Red Loctite, 263 (middle) is a stronger version, and the Green Loctite on the right (609) is the "High Strength Permanent" version. I used this green, 'permanent' one on the sling swivel studs on my rifle, as they kept annoying me by unscrewing... The very next day, after applying this shit, they unscrewed as easy as ever, as if it were a lubricant!

Loctite 609 is a retaining compound for press fit bearings it's not a thread locker ...
