I have a mate to send them for me but I have a question.
I hold an A cat licence, these mags can be used in the new Ruger precession rifle which is a bolt action.
Am I allowed to import them?

Ask your Arms Officer, and get their answer in writing.
Potentially if you could demonstrate to the Police that you do own a Ruger Precision Rifle I imagine you'd be allowed to bring them in, but if you don't (or if you own an M14 type rifle on A-Cat) I think you'd have little chance.
Apply for an Import permit from your local Arms Officer and see what happens but be aware you can get your "mate" shipping them in a power of poo

It's the exporting out of the states I'd be worried about.

Brownells sell M14 & 308 Pmags... just buy from them... albeit with the points noted above, import permit or AO letter... and keep the order <US$100.

I know of someone who only had an A-Cat license who was declined for trying to bring in 20 and 30 round Pmags for the .223 Remington Pump action 7615 rifle, so I doubt if you will be allowed to.
Easier to get someone who has the required endorsement(s) to bring them in for you if you really need a 20 round mag on a bolt action.

I discussed this scenario with an AO a few months ago.
Can I import high capacity magazines that could be fitted to a compatible bolt action OR a semi-auto, even if I currently own neither?
"Yes" was the answer. You only require a permit to import the magazines if you have a compatible e-cat firearm. He warned that Customs would likely stop the package regardless and seek a 'please explain'. If they do ask, present your FAL to show you don't have your e-cat endorsement. In their eyes you COULD still have a compatible a-cat semi-auto, but given that you hold a FAL in the first place, you have been deemed to be a 'fit and proper person', and you wouldn't be trying to break the law.
The AO said Customs is "actively trying to limit the number of high capacity magazines entering NZ". I searched the legislation that governs Customs and their rights regarding seizure etc and cannot find any clause that allows them to seize any item that you are legally allowed to import/possess.
Perhaps HDPA should buy an a-cat semi, then attach a high capacity magazine to it to show a 'loophole' to obtain an e-cat semi.

It comes down to the local AO. Customs are likely to seize any hi-cap mags and request either an import permit or instructions from the AO. If your AO is unreasonable they might not authorise release. There are some reasonable AO's out there, but probably more unreasonable ones. Might pay to speak to the local one first and find out which they are.
