It comes down to the local AO. Customs are likely to seize any hi-cap mags and request either an import permit or instructions from the AO. If your AO is unreasonable they might not authorise release. There are some reasonable AO's out there, but probably more unreasonable ones. Might pay to speak to the local one first and find out which they are.
