    Could rotate it 45 degrees anti clockwise and see if problem is the same. Windage becomes elevation.
    If access to a collimator check scope has full range of adjustment available windage and elevation. Start by optically zeroing the reticle.
    How much elevation adjustment was there left on the old scope when it was zeroed at 100 metres?

    OP shouldn't have to fit a 20 MOA rail/bushed rings/coke tin packers to get a centre hit at 100 metres. Despite the scope having limited internal elevation in its design.
    Not sure it'd necessarily need to be a full length rail, if you got a couple of rem 700 two piece bases that were the right distance apart, the zee rings ought to work, from memory the 10moa increments are afforded by a 5" spacing between rings, but slightly more or less will still mean you get elevation in whichever way you want. They are nice soft polymer after all, not going to hurt the scope by clamping down on slightly incorrect inserts.

    have bought some zero lok nikko rings and the difference is .5mm in height between them and the talleys.using my laser bore sighter i can now get it more or less zeroed with more adjustment to go . will hit the range in friday and have a play

Size:  3.25 MB before and after . not a great noticeable difference until you bore site with laser then the difference is apparent. one bonus nikkos are medium height so a bit lower profile overall

    Leave the higher profile mount at the back and put the old lower one at the front. This should lift your POI.

    Mind boggling. This is 2022. Others scopes regularly have ~80 MOA of adjustment.

    Yeah Burris has always been a bit piss poor in that respect. The 3-9 the OP removed had 50 MOA.

    I have an old 6-24 Black Diamond rated at IIRC 39 MOA.
    I mounted mine on an Omark. I zeroed OK at 100 yds but didn't have much adjustment left so fitted a 20 MOA rail and used Zee rings for further improvement.
    I have no trouble now getting to 900 yards.

    As long as you lap them (otherwise this will damage the scope), this would be a solution.

    Even worse than the Burris is the older Bushnell Elite 4200 in 3-9x40, 4-16x50, 6-24x - they only have 26 MOA of total elevation adjustment (13 up or down from mechanical center). So it would not be the scope to buy if you have any thoughts of long range shooting. I had mine (4-16x) mounted in Burris Signatures with +/- inserts.

    Bushnell Elite 4500 series (basically a re-furbish of the 4200) has 40 MOA of elevation adjustment. While for about the same money second hand, you could get a Bushnell 3200 5-15x40mm Tactical Mildot, and get 46 MOA of adjustment.

    top photo is zero lok. talleys are 2.5mm diff front to back nikkos 2.0mm front to back. different action bolt pattern front o back as well so cant interchange

    zero loks have sorted my issue ,and still have more adjustment to play with if needed
