I agree with the others, you could put it back to functional with very very little work, and get it tidied up by a professional later if you wanted to, if you don't want to tackle a full bedding job. As long as its bearing firmly in the right places and relieved in the right places it should shoot ok. You dont really want to mess with it though, you should not have to. He should fix it up to and including full replacement.
I think its fine to post a name in this instance if he refuses to come to the party. No one is slagging anyone off here, and your doing the right thing at this point by giving him the chance to sort it, but alarm bells rang when I saw you sent it back to him for round three. I think he should be paying to have it done by another gunsmith. The things he has done so far are actually hard to do, and I think it may be time he accepted this is not his forte. You have every right to tell him you want it fixed, and you dont want whoever did that to it touching it again (you really dont).
If he refuses to help you out, you can tell him that photos of all the work will be posted up here, with the name of the business and you will let the general public decide if its acceptable workmanship. Im happy to tidy or lock a thread so it doesnt turn into a slag fest and get us in the shit. Really not needed, that workmanship speaks for its self.
