Is it shooting like crap with the suppressor on? Try it without. Most likely explanations are loose suppressor or not fitted concentric to the bore (either baffle strike or somethings moving). Could be a messed up crown although I'd be surprised if that could bugger things up that much. What rifle are we talking anyway?
A decent scope will help. I dont think a leupold is the Best Buy at that end of the spectrum (or at most price pints to be honest). Bushnell elite, sightron S2, or even a dirty old vortex diamondback will be better options. If you can find a nitrex somewhere you'd be laughing (rebadged weaver grand slam that can sometimes be picked up for bugger all - and better than all those mentioned above - sightron would be the closest).
