Hey if you have tried the cotton bud and thoroughly checked the workings of the mounts, rings and scope then you are getting to the pointy end.
if it's 7mm08 brigade I shoot that and mine loves whitetail or sst in the hornady version. May be worth a try- the Remington hated Remington rounds go figure!

Firstly fire without silencer, if all ok it can be a couple of things from past experience
1 bore is not central to barrel, larger bore required on silencer
2 threading has ruined the crown ( bad grouping without silencer as well, but scope is good), re crown
3 silencer bore is too small, no sign of clipping, but after silencer was enlarged, it grouped well
These are 3 things I have had lately with newly threaded rifles, I am not a expert by any means, but these are some of the problems I have seen.
