From a cost perspective, probably not much difference between buying a new howa barrelled action and a criterion prefit.
Easy enough to fit the prefit barrel if you have access to the tools and headspace gauges.
I've recently had a prefit Criterion barrel fitted to my Rem 700 .223. Early days yet but so far, so good.
No problem getting 3 shots inside 25mm at 200m, bore fouling minimal thru bore scope.
DIY swap over should be easy enough if you have the tools needed to remove current barrel.
I'd say only really worth it if your barrel rooted or you want to go to a different calibre or faster twist rate. Never owned a Howa but by all accounts people get them shooting really well with right loads so might be a little gain.
When John Herbert was bringing them in they were really well priced, I picked up a No4 .303 pre-fit, it shoots nice so far.
