In my experience, yes. I have one here sitting ready to go, whereas when I tested the system by applying for one for reloading dies I was "declined" (cop speak for not required). Mind you I think their whole system is fluid and Customs could end up jerking one around on the dies.

But back to your question, I would apply for a permit for a scope.
