Actually I would get a .22lr rimfire first. Like a bolt action CZ or Marlin.
Go out and shoot it, learn good habits and then look at a centre like a 7mm-08, .260, 6.5x55 or .308.
Any of those will do and have moderate recoil.
Any of the brands that retail around $1300 new will do, ie Tikka, Howa, Savage.

Thanks for the advice happy i was advised to get 708 over 308 due to stopping power at longer distances is that true?

No difference in noticeable stopping power, whoever told you that is a muppet.
Both calibres have the same effective range, 7mm-08 with factory ammo will have slightly less felt recoil.

    You're welcome.
Also tell him to show a chart mapping out his theory with average factory ammo for each calibre, say:

Federal powershok 150gn 7mm-08 Rem soft points
Federal powershok 150gn .308 Win soft points

i know for a fact his theory has no scientific evidence just his actual shooting experience and having to track down an animal he didn't drop at long range with his old 308. or maybe he was just a bad shot

It certainly has basis if you are shooting at 600m plus with hand loaded ammo.
But for someone getting into deer hunting, bush hunting, with a new rifle, shooting factory ammo soft points, such long range stuff is not recommended and not really worth worrying about.
