Never use steel on steel. Always use a softer metal to clean a harder metals rust - with oil as a lubricant while doing so. I prefer soft stainless wool to clean with, one mate swears by a fine brass brush. However a trick we both agree on is use an edge of the neck of a fired case to dig into bubbled rust to pull the hard bits off when the soft wool won't quite cut it.
Good luck, cleaning the rust off guns while doing no damage to existing finish is an art. Boiling and carding is the pinnacle but is a bit of a faff for a small piece of rust.
