Fill out the form it's really not difficult, email it, drop it in or send it by carrier pidgeon to the arms officer and it will usually be emailed back unless otherwise arranged.
I've done this a few times and it's never been an issue.
It really is that simple.
If this pocedure is too hard or complicated to comprehend then don't sell ya gear to people who can't pick up or drop off.

We're all talking about how an easy thing is being made hard. All necessary steps have been taken by every person who has made comment here. Clearly you have had a better run than what we have and that's great.
