Who is "firearms"? If it's firearms licencing they will know diddly squat about game bird regulations.
I would be emailing Fish and Game and getting written answers from them.
I would be very surprised if they allow a suppressor while hunting game birds.

Just realised you are in WA. So who knows what the regulations are over there.
Actually surprised you're still allowed a shotgun.
