If the scope has flat turrets or flat adjustment dials under the turrets I've always used those to level my scopes.
Feeler gauge always work well for me.
For mounting on a rail it's the way

Yes there are plenty of those... it's a dark art if you ask me.
Sighted in the 7mmSaum (thread under reloading) with the S&B ultra short 5-20. Zero'd at 100 yard (in mils so have adjusted click value in strelok to 0.36) and adjusted turret back to zero and can wind up full 16.8Mils available on the single turn. With my 150gn LRAB load this gets me to 1700 yards. I can live with a ST turret.
