Talleys and Optilocks are both good, but I prefer Optilocks of the two. Yes, they cost more and are heavier, but they are very strong and solid. The plastic insert clamps down and grips a scope without marking it too, which is another benefit.
For me, good rings are critical as they are the link between rifle and scope. There’s no point having a nice accurate rifle and a good scope if the interface is of inferior quality.
