Reputable manufacturers normally reference torque values somewhere on their site.
Can't say I've ever come across a list like you're after.
Google has always been quick reference enough for my needs.

I had a scope fitted by a gun smith here in Tauranga, all torqued up "correctly", I could get the ring caps off without buggering every screw! don't know what that does to a scope? I think Ryan has it right and just watch the surfaces coming together evenly.
Lightweight top rings eg alloy 17-20in/lbs. bases 30in/lbs. steel rings/ top 20-25in/lbs bases 30in/lbs. locking rings 65in/lbs

I was advised a few years ago and now I run all my alloy scope rings at 15"lbs since I bought a proper torque driver. Haven't had one slip or loose zero yet.

Yes a torque driver is really the only way to do it. Kiwis have a thing for if it’s tight then just two more turns she’ll be rite haha. Just like doing up car nuts. How many Ugga-duggahs till it’s tight.
