I've got a 4-16 hst i'm testing at the moment, seems to dial sweet. First critter i shot after zero at 100y was a hare at 415y.
I have a 4-16 PST on my 7mm SAUM and have had no issues with the dialing. Ebr-1 ffp is good. Look up reviews online. Dialing is consistent but glass is a little bit less than perfect. In saying that for the money you're paying for dialing rather than glass. The zero stop is a shim type so not a hard stop but works well.
I've got 3 of the Diamondbacks that dial well. Also just got a viper HS-T 4-16 which has the target turrets with the shimmed stop so you can't go a full turn below zero. I have no doubt it won't dial perfectly if it's as good or better than the cheaper Diamondbacks.

I had one, dialed perfectly, had the bdc reticle and never used it. Went to zeiss for better glass
I've got a viper pst 4-16×50 and really like it. It's mil and I have the ebr1 reticle also.
At least that's what I think it's called

Yea I've looked at that hd5 one with lockable turrets. Need to look at that too as it ain't much more $$
If youre going to go FFP my suggestion would be to go for a simple duplex type reticle, some of the more busy reticles can be a bit big and cover a lot of detail on full zoom in a FFP scope
