kaitaia police station wont even give me the form to fill out untill I provide them with

seriously, they wont allow me to have this form till i provide this.

is my understanding correct that the form is for the seller to confirm that I do indeed have a firearms licence and they have confirmed this?

The forms are for the seller, but it's the Police also making sure the seller has an FAL. Writing down the serial number doesn't mean diddly squat though, you could make something up. Or you could use it as an opportunity to make sure the seller is delivering the correct firearm to you that they say they have.
