Probably a lot cheaper to buy a good second-hand one. A build from scratch would be at least twice an existing one, ie you're unlikely to get any change out of $7K new, ignoring bipod and rear bag.
Depends how keen you are and how much experience you've got. If starting off, I'd def recommend cobbling something together and getting some wind-reading experience for at least a year before lashing out on a fancy rig. Plenty of TR guns about you can just throw a scope and bipod on if you're intending to shoot Classic which has quickly become the dominant version.
How are those May action coming along? Any pictures or website about them?
Looks great! Saw one in the flesh at Trentham in January. Theres some sponsorship going on from Mr May as well, he's a clever man and thought this through. @6x47 might have more to add.

As to the OP good advice re get an existing finished rifle, use that for a while then decide on chassis and actions and scopes from there.
Once you are in the game you can work out what you need.

7k would be a complete setup, not just the chassis. I have been shooting FTR for about 12years, no one masters Trentham wind.....
You will know the usuall list of suspects then for a chassis if you have been in FTR for 12 years, if nothing has popped up in that time that is suitable I'm at a loss to understand your needs.

"being used and available? " It is more of what is available to buy in NZ post-covid these days, now I can afford something. I would have bought a Banard action but they are not trading so waiting for the May action, but no idea how long that will be. Many on the line use Milleniums or Barnards which are obsolete and I'd prefer to support NZ made. I have 3 months so we'll see.
Hopefully I have a line on the Dolphin F/FTR chassis, waiting to hear back.
