I'd probably just upgrade the scope on the 6.5 bro. That way you can dial and there's not going to be much that it cant do out to 5-600 on goats and 1000 on gongs.
I wouldn't bother building a rifle unless I wanted to:
A, spend a lot of money on something super dooper accurate.
B, just really really want to build one for some reason.
Plenty of really good cheap rifles that'll last a life time from Remington, Howa, Tikka and Savage. Going 2nd hand you can get some awesome deals.
All of which are easy to buy new bits for and customize later down the track.
2nd hand Tikkas are plentiful on Trademe, 223, 7mm08, 270, 308, 6.5x55 versions are up all the time.
The 6.5 Creedmore Savage in the for sale section would be an awesome buy, especially with the Hornady dies and brass.

I forget what scope was on there but you could find a second hand dialable decent scope for not much really and just shoot the shit out of it....im sure its what he would have wanted.

Probably not what you want but I have a p14 action fitted to a heavy target barrel in .308 that Im thinking of moving.
I have just advised him the vortex on the 223 will dial and is zeroable.
Luke you can either leave it on the 223 and practice with that or swap the zeiss out and put the vortex on the 6.5. I wouldnt worry about getting a new rifle until you are sick off what youve got. You are about to be struck with an illness that has no cure......long range
