    Winchester xpr bases help

Have a winchester xpr 7mm rem mag with 2 piece weaver bases and leupold high rings with an element 6-24
The problem we are having is we don't have enough up elevation to zero its maxed out and at 50m is about 250mm to low still, we've changed the bases around thinking we had them backwards but still didn't fix it, bases and rings are new
Shimming the rear base was the next thought are there any others I'm missing
    Thanks team

Turn scope quarter turn to left to up is sideways and fire a shot just to confirm you haven't a bung elevation turret.actually won't need to fire just watch as you rotate scope.a bench vice is gold for this, the black n decker workmate is ideal.

Also how do you mean it's still 250mm low??? Are you bore sighting and comparing to view through scope or shooting.the reason I ask is that 250mm at fifty yards is a hell of a long way out for adjustment. If bore is pointing at say a tennis ball sized dot at fifty and your X hair is 250 mm below this you will shoot really high not low. To be shooting low,out of elevation it would be the other way around,X hairs above the ball.

I have bore sighter at home here in Geraldine. It can make seeing what's going on much quicker. Find a way to hold rifle securely and line up bore with something and whatever the issue is SHOULD be obvious.youve already tried swapping mounts... Photo of bases may help. Actually eyeball across top of them minus rings.a meter long steel ruler or even rifle upside down on flat table should show up if they are wrong some how.
