They aim to to be controlling the weather worldwide by around 2025.
So yea,keep an eye on the sky and see if the clouds you see now look like the ones you remember seeing as a kid.

Not going to comment on the reality IF these technologies exist or not.

BUT

one can safely assume that there was research done in this field (cause why wouldn't it be, and like all technologies the potential for benign improvements i.e. the prevention of desasters would be tremendous.).

Also: IF such technologies existed it is obvious that they could be used as weapons given the current geopolitical climate...
