Sounds like the fuel shut solenoid is sticking for the running on problem.
Check the fuel primer on the filter, if you prime it up firm and it starts first pop you may have a leaking diaphragm letting fuel bleed back from filter when stopped.
It fires up first pop with a good hand prime to firm, takes quite a few pumps to get it firm too so I think you are spot on
I also pumped till it pressurised up and left it and in like 20 seconds or less it's soft again with the engine off
