Suction control valve is after the injection pump if it's the same as the Bosch system (other name for that valve is fuel pressure modulation valve, controls pressure in the common rail). I just had to get one of those replaced in my ute - while it creates a whole lot of odd issues if it goes bad the problems OP describes don't seem to add up to what I experienced. His issue seems more like in the supply to the injection pump, not the pressure delivery to the injectors (once the SCV goes bad the problem is usually constant but oddly timed faults and doesn't present from cold then go away when warm).
