They are a number of RWD Toyotas that used the V8 in them to choose from.
Hydraulic winch can be very quick but also more expensive than a PTO system. You also need to allow for a tank for extra fluid. I haven't raced for over 6yrs so I'm out of touch with what is flavour of the month.
Winch speed isn't the most important thing, rather how it's used, and the better you drive the less you need to use it.
Batteries in a hilux best located where the spare wheel sits behind the rear axle. Mid mounted winch with helps with weight distribution. I the first wagon I built we had close to 50/50 weight front/rear, great for traction.
