    Normally most manufacturers have a more than 5% tolerance in the speedo anyway, for COF it can't be more than 10% out so I'm told and the same for WOF incidentally but I have never heard of it being checked at WOF ever. Part of the cert requirements is recalibrating the speedo, and providing the cert for the change in 'approved' tyre size - so the RUC thing really is a non-event for real life purposes.
