    go measure the voltage at the bulb, check it with engine off then again pulling over 1000rpm so that the alternator is charging.
    looking at modern car wiring the wiring is getting thinner all the time, i wouldn't recommend doubling the bulb wattage unless you were going to install a relay system.
    light temperature is variable, but remember blue is the colour that the human eye is least sensitive to and also if you fitted lights that were 8000k they will give you one huge headache on long trips
