    Stated aim of the current coalition? It's part of the transport agreement they reached as I understand it. One of the reasons for it is that now PHEV vehicles are now getting doubled tapped requiring RUC for the battery component of the vehicle but also getting stung for the petrol RUC component. Whereas things like non-P HEV's are now a LOT cheaper to run than the PHEV's!
