If you've got a compressor set-up then oil-based primer thinned with turps say 30% and two thin coats is better than one thick coat. Dulux or Resene.
Also thin your topcoat enamel likewise
Airless sprayers are good for waterbased paints, compressor type ones for enamel and oil-based is the general rule
Or just roller the ply with straight oil-based primer with one of those disposable roller kits, about $9 at Bunnings
