I bought a hand held one off trade me a couple of years ago. There was a flurry of them then with several sellers. Cannot remember what I paid (wasn't expensive) and cannot see the exact one I bought anymore.
Despite its cheapness it is quite accurate. I have a quality hand held contact one as well and it compares very well against that.
The trick with them, for lower reving stuff is to put the reflective tape on 2 opposite sides and divide the reading by 2.
I tested a staionary engine, my lawn mower, my drill press, my lathe, my 1/2" drill and so on.
