those two holes...mount a l shaped hook with tall leg upwards t ohang bottle on....put a ring of steel...2" section of pipe slightly bigger than the one on bum of bottle at correct height so the hook keeps bottle in place and the ring stops it moving around..cant get away as it would have to lift up n over the hook....too easy to put wee shackle on it if worried. yes that towball will have been for a bike rack...got the same thing on our camper.
