I thinks it's a hoax or little more than a concept at most. There's no way that could keep up with our respiration volume requirement and the work of breathing to draw water through it would be exhausting. Even if it did work, you'd risk death from an oxygen toxicity CNS hit if you used it below about 6m underwater.
