Some WoF places are a bit weird on what they consider for an effective beam pattern assessment - you can't realistically do a beam pattern check by looking into the height adjuster tool 30cm from the bulb or by shining the headlights in daylight. The only 100% accurate way of doing a beam pattern check for a calibrated reflector design is by parking the vehicle the correct distance off a light coloured but non reflective uninterrupted wall at night and measuring the light fall. Basically all the inspector is doing when they fail a non standard bulb in daylight is noting that the bulb appears different to a factory bulb and failing it to cover their arse... Slightly different for an LED bulb, as they are not rated for retrofit or I think even new build OEM compliance in NZ yet so they are a WoF fail item.

The number of times I'd gone to the wof man (same guy) in the same work ute at six month intervals with the exact same loading and exact same everything and had the same guy adjust the lights up, then next wof adjust the lights back down, then adjust them back up started to piss me off. So next time around I set the internal adjuster 1 below full height and took it in, sure enough he adjusted them up. I challenged him on it and he went crap, you know I never thought to check that!!! Facepalm.
