If you're decanting using an upside down donor bottle, you need to crack open the purge valve on the recipient bottle to get any decent flow/fill. Remember, bottled gas is liquid. Ideally, an accurate scale to sit the recipient on is good but not essential. A mate does my small camping cylinders and it works perfectly.
