I figured this out by putting some leaves in between the tongue and outer which stopped it. I have a pair of Alpina boots that did the same when New. Give a good wax, oil or whatever you use on tops of the tongue and inside of the top of boot where it laces up over the tongue. Problem solved

Thanks. I tried a few different waxes/oils but found it was only a temporary fix. Doesn't bother me too much with the Lowas as I don't wear them hunting.
