That should be 5 Watt maximum as that is the limit for units in NZ.

Hmm, I have VHF in my boat and don't have a licence, not sure I need one either? My old man is right into amateur radio and I do recall him saying that coastguard etc had had problems with hunters and other recreational users blocking up emergency channels etc using VHF for two way communication

Anyone can use VHF Marine Radio for emergency calls. Anything else requires a licence obtained through Coastguard.

Probably the stupidest restrictions you will have ever read. Effectively it's illegal to own a device that is capable of transmitting on a frequency that you do not have a radio operators licence for.

Sounds familiar huh?

Ban the tool and not the illegal use of the tool.

Probably because it would be bloody hard to nab someone for doing the illegal transmitting. Much simpler to make it illegal to possess the gear. Again, legislation has not kept up with technology. These days you can get a radio that you can plug into your computer and transmit/receive anything on any frequency from 1kHz to 3.8GHz for about $400.
