Is the evaporator fan(the one inside the fridge)running?
Is the evaporator coil iced up? If it is and the fan inside is running turn off the fridge, defrost the coil and turn it on again.
Is the condenser coil clean and fan running(these are on the outside of the fridge)?
If all of the above are working as they should it could be:
The thermostat(older style skope) or temperature controller have an issue,
You have a leak that needs fixing then the unit needs regassing
    The compressor has an issue.

have given both of the coils a good clean with are to get all the crap off them.
the evaporator seams to be working fine both the fan and the pipes are cool but not icing up.
the only thing i can see is the condenser fan (outside of unit) is not working, have tried to test the unit outside so had a nice breeze flowing though it.

i was thinking it would be a leak somewhere in the system, any ideas for finding it?

dont think it will be a thermostat issue as i have put a seperate thermostat in there and it reads the same.

    cheers
