As a general rule of thumb (for me anyway), if a torch has the word tactical in the description, or has a lighting mode that includes SOS and/or strobe, it's likely junk, and not worth the effort.
There will be some exceptions for genuine surefire torches etc, that are actually made for the tactical crowd, but they will not fall in the cheap price bracket like these Chinese "tactifool" torches.
What model did you get that was better than the Fenix HT18

Got a really good little green torch from him and it has pleasantly surprised everyone who has seen it
wouldn't waste my money mate , doesn't give the lumens , IP65 is not waterproof – it is water resistant. advanced CREE LED technology doesn't tell you anything , no charger . big no from me .
That will be an exception to the rule. I generally find the threads cut into the bodies to be sub standard, the o-rings are not good quality, the published lumens are wildly exaggerated, and small things like the led is not placed in the center of the board. Other than that, they are worth what you pay for them.
