Federated Farmers lobbied for Geese to be taken off the license to that they could be controlled at any time of the year by anyone. The obligation for control shifted from Fish and Game to Councils, Central Government and Farmers. Farmers to a reasonable extent, with the help of recreational hunters, are doing their part, but Councils and Central Government (DOC) are not.
