Roy I don't think you would need to submerge the rifle at all. I reckon just firing the round into the water would create enough of a shock wave to stun a fish. I may be totally wrong of course.
My Uncle used to shoot trout with his 303. He said the key to it was not shooting the fish , rather shooting at the water directly above it. Apparently it stunned it long enough to catch it.
