I'd be tempted to just buy a couple of cheapish 18650-powered diving torches off alliexpress and mount them on an alloy tube or broom handle. That seems to be what most of the expensive ones look like, I see you are in north otago? I have tasted flounders out of the opihi and waitak estuaries and I won't be again they taste like fish-textured mud pies........ Possibly there is a certain time of year when they are fresh in there, but not around xmas time......
