Those kits are good value. The great thing is that as he wears out iteams he will be able to upgrade. I would suggest upgrading to a floating float line from the start -$40 odd $ as the standard rope ones are dangerous IMO.
Also go with a 110 cm gun. That is what I use at GBI and is a good all rounder.

He will need 4 to 5 weights for a 5 mm suit.
5mm is probably a good option for most months up north. I will use a 3mm with 3 weights from end of December to end April, mid May.
The guys at wettie are all keen divers so will put you on the right track with everything you need to know
