Does anyone know any way to send a rifle when in level 3.

its a wierd ruling they have how many courier drivers would have a fal as youd need to have one if your in posetion of a firearm

A good reason not to inform the courier company about the firearm in the box. Steering rod, Morris Minor roll bar, Roof rack, tent poles, Giraffe dildo, telescope, rebar, etc. The less attractive and expensive the better.

(Notwithstanding problems then with insurance of the contents, and the need to have the police mail order form sorted, etc.)

Magnum sports is working on a contactless operation. Pay via phone or internet banking and pickup from the store (but no retail shopping allowed) I cant remember if he is part of the dealer network.
If so and he gets his contact less operation working you could drop at his store and sent from there.

“Carriers” courier drivers etc by law do not need a firearms licence to carry firearms.
