Can be more enjoyable to have larger and smaller plates at each distance. The larger plates are excellent for getting good wind calls, testing ammunition consistency, and for those people less experienced with the longer distances. The smaller plates are excellent "challenge" targets and are really good practice.
I would suggest getting good steel as the others have suggested and McNotty has excellent suggestions on hanging them at an angle. Bigger bolts are preferred at the shorter distances (M20s are great). I would suggest for the longer range targets that they use a single, wider strap so the target rings and reacts better with smaller calibers.
Also Part 6 of the Arms Act has not been repealed and is still in place.... so far.
