They are not off center but actually are a smaller diameter than all other .22 hornet brass.. its not a std sized hole and even the smaller Redding die pins get jammed in them.
I cut a drill bit shank to size to use as a decapping pin for them then drill them out to the std size. The brass itself once anneald is actually quite good and the rim thickness is thicker and more consistent than many other brands meaning consistent headspace and better accuracy.
And it’s cheap and shoots really well in my rifle.
