I don't think it is a big deal at all.
Have several photos myself of military shooting teams/personnel with their weapons pointed in others general direction. Arched over trophies etc
Can't speak for the civies present in the photo but pointing your weapon in a safe direction is not really what the military is about. Impossible to patrol properly without a muzzle waving across the path of another individual.
