I'd be stunned if that level of inaccuracy was caused simply by copper fouling. Plenty of rifles will shoot half reasonably with even more copper fouling. Powder fouling is the more sinister and nasty on grouping.

As suggested- rule out loose stuff then the scope (no matter what the brand)
