    Yes it is, I went looking for military 5.56 ball after I bought an AR 15. No joy, so I reloaded ex mil Radway Green brass with FMJ'S.

    I imagine gun shows are a good place to find it. Either that, or knowing somebody who is sitting on a stash, and will kick some of it loose.
