It is. It's usually rust, or bulging from firing them with an obstruction in the barrel that kills them.
If you're looking at buying a second-hand rimfire, look down the outside of the barrel with your eye close and with some frontal light. This makes any possible bulges stand out.
I'd guess it would be owners using cleaning rods. I treat mine like an airgun barrel, never use a rod. Just a bit of mono fishing line pulling a wet patch through it occasionally. No brass coated ammo either
