Go to the last pylon on that service track and sit watching the cleared trees below. Mobs pop oitnof the Bush to munch and catch some rays. There is a lot of pellets under that pylon too so if you can sit and wait just out of view somewhere you should get lucky. You can always climb down into the Bush below that pylon too. It's a bit shitty but doable.
